If however the Secretary of State should pro-
pose to send out a Trained Certificated Master, it is requi-
site that care should be previously taken to ascertain that
no claim for refund to the Training College lies against the
nominee.
The Blue Book on Education does not state
clearly what constitutes immunity from refund; but apparently
the possession of the Inspectors Parchment (Article 63) should
be accepted for this purpose.
To make assurance doubly sure, however, a writ-
ten statement from the Education Office, Whitehall, should be
provided as a guarantee that no claim should hereafter be
recognised.
Mr. Woodcock, the last Assistant Master appoint-
ed from home, was called upon to refund nearly £100 (one hun-
dred pounds). $ = 3/1.
A similar tax would be insupportable to a mas-
ter appointed at $1620 instead of $2010 especially in view of
the low rate of exchange now ruling. (1/104)
